It is presumed that California is the leader in the American solar power industry but why is Spain (with roughly the same sunshine and population) so far ahead of California?

Spain with the rest of the European Union has taken an aggressive stand for energy independence and against imported energy and greenhouse emissions. Europe has done this via paying people a premium for power produced with renewable. This includes solar electric, wind, wave and biomass. The Europeans are not alone in trying to reduce dependence on dirty coal, oil and gas generated electricity. Recently even China has set goals of 30% of their energy to come from renewable by 2030. Asia in general is also very active in the promotion of alternative energy projects. Right now the USAhas about 3% energy production from renewable.

What is prop. 23 and how will it affect the state of California if it passes?

Prop 23 is an initive to repeal the AB32 Greenhouse emissions rollback law. It is provided to you via Valero and Toshero Oil Companies from Texas. They are providing 80% of the funding. Tossero (check spelling)The question to ask your self is what are Texas oil companies doing trying to weaken California laws? If this passes California will move from a leadership in dealing with greenhouse gas emissions to third world status where lets just ignor the situation. Yea big oil.
